In the Tourism Vision to Support the Future of Japan (determined by the Council for the Development of a Tourism Vision to Support the Future of Japan on March 30, 2016) and in the Action Program Towards the Realization of a Tourism Vision (decided by the Ministerial Council on the Promotion of Japan as a Tourism-Oriented Country on May 13, 2016), the JTA set the goal of increasing the number of tax-free shops in all areas other than the three major metropolitan areas to 20,000 by 2018, two years ahead of the previous schedule. The JTA has been working toward that goal.
